ALLEN B. FALCON

Allen Falcon, President of Horizon Information Group, has assisted large, mid-size, and small businesses with strategic technology planning, management, and operations. Working on the staffs of corporate CIOs, Allen has led efforts to improve the quality and efficiency of information services for internal and external customers. Through implementation of Horizon’s End-to-End Service Management models, Allen has helped clients develop effective service definitions and operating models for IS organizations; realize measurable improvements in problem and change management procedures; and implement financial modeling tools for budgeting and technology investment analysis.

Bringing his experience and expertise to small and mid-size organizations, Allen has served as a part-time CIO for businesses in multiple industries. In his capacity as a member of clients’ management teams, Allen has planned and managed technology projects that directly support business goals and bottom lines. Beyond improving IS staffing, vendor relations, and procedures for more reliable day-to-day operations, Allen has defined and led critical business application and infrastructure projects designed to improve and enable new business opportunities.

Prior to co-founding Horizon Information Group, Allen held positions in consulting and in network systems development, specializing in large systems analysis and design. Allen has published several articles on technology issues for smaller businesses and has served on advisory boards for industry conferences and trade events. Allen holds an Honors Bachelor of Science degree in Computer and Communication Sciences from the University of Michigan.

A proponent of a healthy environment for small and mid-size businesses, Allen currently serves on the Board of the Institute for Management Consultants and is a past Director of The Smaller Business Association of New England (SBANE).

CHRISTOPHER C. CALDWELL
Christopher Caldwell is a successful Information Services executive with more than twenty-five years experience in information services operations, application development, management, and leadership. Having worked in the trenches of data center operations and programming, Chris developed a comprehensive suite of skills over the course of his career. His expertise includes corporate information technology and service management; program and project management; strategic and project-specific business requirements analysis; system requirements analysis and specification; system, application, and database design; software engineering and development, data center management, network and systems administration, network and system security, and end-user technical support.

While Chris' concentration has been in transportation-related finance and services, his business knowledge spans multiple sectors with expertise in a variety of areas.

Chris has studied and implemented quality of service best practices, including 6-Sigma and Crosby Quality Management. Before joining Horizon Information Group, Chris served for six years as the Vice President of Information Technology and Services for AMI Leasing, a full service vehicle and equipment leasing, finance, and logistical services firm (formerly a subsidiary of Ford Motor Credit Corporation). Chris attained this position after serving the company in a variety of software development and operational staff and management positions.

DAVID SCHRAG
David Schrag is a tenured consultant with more than ten years experience meeting the technology needs of small businesses. In his role as CTO for small businesses with no in-house technical staff, David has helped clients create more productive computing environments for their employees; identified, evaluated, and integrated new cost-effective technologies into business processes; and provided client employees with the training necessary to ensure successful implementation and use of new systems.

Having worked with hundreds of small businesses, David’s experience includes clients in multiple industries, including law, business consulting, association management, property management, real estate, architecture, and philanthropy. Beyond technology, David’s expertise includes a strong knowledge of business, having held key positions responsible for finance, budget, and policy analysis.

In addition to his role as Consultant with Horizon, David continues to run SCHRAG Inc., a managed services provider offering complete outsourced IT solutions for companies with fewer than 35 computers. Prior to founding SCHRAG, David was Team Leader and Director of Client Services for The Telluride Group, Inc. (since acquired by MindShift). Other past positions include Finance Director for the Massachusetts Office for Victim Assistance, Budget Analyst for the Massachusetts Department of Public Health, and Policy Analyst for the U.S. Department of Health and Human Services.

David holds a B.A. magna cum laude from Harvard College and an M.B.A. with High Honors from Boston University.
